...remember that Las Vegas is not the center of the HOA scandal. The scandal is nationwide. It affects every Homeowner’s Association in America. If that seems like a stretch, then just do a Google search on the number of embezzlements in the HOA system. You’ll find it tough to locate a single major city that hasn’t been hit with HOA corruption.

It does make sense that a multi-state scheme raking in tens of millions might have been cookie cuttered to other states.
Ward Lucas said, "It affects every Homeowner’s Association in America." However, we don't conclude from that, that Ward Lucas is saying every HOA in America is rife with such levels of crime but that due-diligence costs, insurance, bad PR, etc., certainly have to touch every HOA to one degree or another as a result of what has happened in Las Vegas and will yet unfold there, plus the other "embezzlements in the HOA system" that Ward Lucas says have occurred (and, of course, including those that have yet to be exposed).
